[Muanet] Education, GATS and Election 2004

A correspondent called Ken Kehl has been in touch via the Muanet 
address,  warning about offers being made by Australia to assist in 
"liberalising" education in accord with the General Agreement on Trade in 
Services (GATS).   I rejected the post as it is from a non-member, but 
checked the Web for the information he gave in very abbreviated form, and 
found the Australian offer made in October 2001.  It is at

and sets out what the Government identifies as impediments to 
liberalisation and what aspects of Australian control of Australian 
education it is not (currently) prepared to sacrifice in pursuit of removal 
of impediments.  It could be a useful reference source in seeking 
differences (if any) between the two main competitors in the 2004 election.
