Two University of Pittsburgh professors expressed surprise today when
they heard accusations that Russian Federation President Vladimir Putin
plagiarized large parts of their book for his mid-1990's economic
dissertation.<br>

Business professor William R. King and engineering professor David I.
Cleland published the organizational manual "Strategic Planning and
Policy" in 1978 and discovered this morning that research from the
Brookings Institute alleges several pages of the book were copied almost
word-for-word. <br>
<br>
"One is always pleased when one's work is found to be useful, but
it's a little disappointing when one's work is found to be represented as
someone else's," King said. "It's a pretty serious breach of
academics when one presents material that isn't original as their
own." <br>
<br>
King said he will not be pursuing any legal action. He said the book's
publisher -- Van Nostrand Reinhold Co., now owned by McGraw Hill -- owns
copyrights to the book. <br>
<br>
"My daughter called at midnight last night and told me about
it," King said. "We were joking, maybe I should offer to become
president of Russia, but I don't really want to live in
Moscow."<br>
