[Unistats] Data suppression in aggregated datasets

Hello Siu-Kui,

Id support a complete elimination of suppression methods for restricted University (Planning) staff - although I admit this may be somewhat idealistic. Perhaps the sector needs to consider a different public and private reporting environment? And in any case the suppression methodology (<10) does seem way too conservative. At AAIR I noticed Dean Ward and others trying to emphasise the importance of retrieving unrestricted (and expanded) data in Yew May Martin's greatly appreciated presentation on uCube.

A general comment - it does seem counter-intuitive that the whole sector invests an extra-ordinary amount of time and effort in the collection of information, only to find the ensuing data self-service potential heavily restricted by privacy concerns.

Hi,

I just learn that DEEWR is going to suppress cells that are less than 10 in the aggregated data sets according to their new Data Protocol. This means that more than 90% of the records will not contain actual values.

I consider that the rule should apply only to data that is available to the public, but not to aggregated data sets requested by institutions that also observe the Privacy Act and use the data for internal analysis and benchmarking.

I would like to have your feedback to see how many of you share the same concern before negotiating with DEEWR.
