[Unistats] Regional loading mixed mode load.

Dear Colleagues,

The decision to include external load would have been made by senior DEST staff on the basis of lobbying from the Sector.  I believe the omission of mixed mode load is due to the lack of understanding of the information on the part of the people setting up the calculations.  This will not be David/Wayne /Jan but people in the funding area.

The whole argument around external load applies equally to mixed mode.

The way forward on this is for Universities with a substantial mixed mode load to raise the issue formally with Carol Nicoll.
