[Unistats] RTS Internal Funding Allocation

Hi Wendy,
Currently we do not, but there is a proposal to introduce such a
scheme. Being part of the RTS I know this will come as a surprise, but
it's a bit complicated.
Existing (continuing) RTS load would remain funded based on historical
load in programs. "New" funding (i.e. wins from the pool) would be
formula based. In terms of internally distributing the "new" funds
across faculties the intention is to allocate it based on past
completions and load: both weighted at 50%. So each faculty's share
would be (%number completions/2)+(%load/2).
But this is still a proposal at this stage, and some of the details
still need to be worked out.
