The above clearly says ANY DATA is acceptable, and also says to use the =
TEXT PROVIDED BY THE STUDENT.

Now we have DESTPAC imposing strict ATO requirements on validations, =
generating a large amount of extra work in Universities (which involves =
changing the text provided by the students in contravention of the =
specifications), without any warning or notice.

Curtin has an online facility for the convenience of students (and =
administration) so they can personally update their addresses and keep =
them as current as possible. We do not have all of the myriad validation =
rules in place to comply with the ATO's very narrow requirements (see =
below).

We are happy to continue providing data that meets specifications. It =
must be terribly difficult for the ATO to have to deal with data that =
doesn't fit their needs perfectly.  We empathise with the ATO in that =
regard. I repeat, we are happy to provide data that meets =
specifications, which is what we have done, and what we will continue to =
do.

What happened to the agreement that Universities would be given maximum =
notice of changes to the specifications in the collections. Is that out =
the window? It seems the AVCC is happy with this latest unannounced =
imposition, and even appears to be supporting it.

General
Unacceptable sets of characters for Residential, Business and Registered =
addresses include:

RSD (Roadside Delivery), RMB (Roadside Mail Box) are acceptable sets of =
characters where additional information is also supplied, for example, a =

The Australian Taxation Office (ATO) has recently approached the AVCC =
regarding the quality of the 2002's second data submission by =
universities.   This was followed up by a meeting recently held between =
the ATO and the AVCC, to discuss issues pertaining to the ATO concern on =
 the non-compliance of the address field format in the 2nd submission of =
HECS Due file (part of the changes introduced in 2002).
The errors outlined in the ATO summary report (see attached), while all =
related to format errors in reporting institution address, students' =
postal and permanent addresses and low in occurrence in relation to the =
total number of student records, have significant impacts on ATO =
processing.   The tight deadlines of income tax account processing are =
difficult to re-schedule as a result of data errors. =20
Loading of the HECS Due Files is part of a lengthy automated system =
process spanning over 5 nights at the ATO.  Just one errant record =
encountered is enough to bring the process to a halt, not only delaying =
the HECS Load but also impeding on other system processes integral to =
the maintenance of taxation accounts.  Because of the number of =
contending processes and competing system priorities, rescheduling the =
HECS Load is a logistical nightmare.  In addition to the system impacts, =
manual work-arounds are required to be implemented.  Finding available =
staff to obviate these problems presents its own understandable =
difficulties for the ATO.
The time-critical HECS Load for Semester one 2003 presents a potential =
for even more serious implications if similar errors are encountered =
again.  In gearing up to deal with the receipt and upload of HECS data =
associated with the forthcoming 2003 first submission by universities, =
the ATO is seeking universities' co-operation to ensure that these =
problems do not recur in 2003.   I urge you to work with the ATO to =
eliminate any potential problem of this nature.

Now we have DESTPAC imposing strict ATO requirements on validations, =

a large amount of extra work in Universities (which involves changing =

provided by the students in contravention of the specifications), =

Curtin has an online facility for the convenience of students (and
administration) so they can personally update their addresses and keep =
them as
current as possible. We do not have all of the myriad validation rules =
in place
to comply with the ATO's very narrow requirements (see below).<br>
<br>
We are happy to continue providing data that meets specifications. It =
must be
terribly difficult for the ATO&nbsp;to have to deal with data that =
doesn't fit
their needs&nbsp;perfectly.&nbsp;&nbsp;We empathise with the ATO in that
regard. I repeat, we are happy to provide data that meets =
specifications, which
is what we have done, and what we will continue to do.<br>

What happened to the agreement that Universities would be given maximum =
notice
of changes to the specifications in the collections. Is that out the =
window? It
seems the AVCC is happy with this latest unannounced imposition, and =
even
appears to be supporting it.<br>

The Australian Taxation Office (ATO) has recently approached the AVCC =
regarding
the quality of the 2002's second data submission by =
universities.&nbsp;&nbsp;
This was followed up by a meeting recently held between the ATO and the =
AVCC,
to discuss issues pertaining to the ATO concern on&nbsp; the =
non-compliance of
the address field format in the 2nd submission of HECS Due file (part of =
the
changes introduced in 2002).<br>
The errors outlined in the ATO summary report (see attached), while all =
related
to format errors in reporting institution address, students' postal and
permanent addresses and low in occurrence in relation to the total =
number of
student records, have significant impacts on ATO processing.&nbsp;&nbsp; =
The
tight deadlines of income tax account processing are difficult to =
re-schedule
as a result of data errors.&nbsp;&nbsp;<br>
Loading of the HECS Due Files is part of a lengthy automated system =
process
spanning over 5 nights at the ATO.&nbsp; Just one errant record =
encountered is
enough to bring the process to a halt, not only delaying the HECS Load =
but also
impeding on other system processes integral to the maintenance of =
taxation
accounts.&nbsp; Because of the number of contending processes and =
competing system
priorities, rescheduling the HECS Load is a logistical nightmare.&nbsp; =
In
addition to the system impacts, manual work-arounds are required to be
implemented.&nbsp; Finding available staff to obviate these problems =
presents
its own understandable difficulties for the ATO.<br>
The time-critical HECS Load for Semester one 2003 presents a potential =
for even
more serious implications if similar errors are encountered again.&nbsp; =
In
gearing up to deal with the receipt and upload of HECS data associated =
with the
forthcoming 2003 first submission by universities, the ATO is seeking
universities' co-operation to ensure that these problems do not recur in
2003.&nbsp;&nbsp; I urge you to work with the ATO to eliminate any =
potential
problem of this nature.<br>

solutions,
