As you are talking about the HECS Due File the students must be domestic deferred payers and the HEFA 1988 applies.

The 2002 HECS and Fees Manual legally contains instructions from DEST in provision of information under the HEFA 1988.

Section 1.4.1 of the 2002 HECS and Fees Manual states, among other things:

"After the Census Date of each semester institutions must:
- supply the ATO with completed Payment Options Declarations Forms (PODF) for deferred payers."

The PODF, in Part A, collects information about the student, including postal address and TFN.  The student signs (either electronically or in real) a declaration that states, among other things: 

"The information I have given in Part A of this form is complete and correct and that I can produce documents to verify it if required................".  The student also agrees that if there are any false and/or misleading statements the student may be liable under the Crimes Act 1914.

Without looking further I recall (but would have to find the appropriate part of the ACT/Guidelines to prove this) the student's enrolment may be cancelled in contravention of the above.  

In addition, Section 18 1 (g)of HEFA 1988 also states: "The institution gives to the Minister, not later than such date as the Minister specifies, such statistical and other information as the Minister requires from the Institution in respect of the provision of higher education by the institution
during the year".
As I recall DEST is an agent of the ATO in collecting information relating to the HECS Due File and, although encripted, the data is suppled to DEST then forwarded to the ATO.  The intent of this section applies.

Dear Colleagues,

We've got a handful of students who do not wish to have their
residential and/or postal addresses entered into our student reocrd
system for various legitimate reasons. As a consequence, FATAL errors
3043 and/or 3042 (postcode invalid) are generated from the HECS Due
file.

Entering the addresses manually into the file may be one solution.

I was wondering whether other Unis have similar students and, if so,
how you go about avoiding these errors without doing a "Booth" i.e.
making up the data!
