John,
This sudden introduction of new specifications regarding addresses from the
ATO has been imposed without notice.
DEST 2002 (and still unchanged) specifications for address lines 1 and 2
(elements 406, 407, 410, 411) say, quite clearly...
============
CODE FORMAT:
Data Type: Character
Units: Text, left justified with trailing blanks if needed
Width: 38
CLASSIFICATION:
CODE: Any data
MEANING: Text provided by the STUDENT
==================
The above clearly says ANY DATA is acceptable, and also says to use the TEXT
PROVIDED BY THE STUDENT.
Now we have DESTPAC imposing strict ATO requirements on validations,
generating a large amount of extra work in Universities (which involves
changing the text provided by the students in contravention of the
specifications), without any warning or notice.
Curtin has an online facility for the convenience of students (and
administration) so they can personally update their addresses and keep them
as current as possible. We do not have all of the myriad validation rules in
place to comply with the ATO's very narrow requirements (see below).
We are happy to continue providing data that meets specifications. It must
be terribly difficult for the ATO to have to deal with data that doesn't fit
their needs perfectly. We empathise with the ATO in that regard. I repeat,
we are happy to provide data that meets specifications, which is what we
have done, and what we will continue to do.
What happened to the agreement that Universities would be given maximum
notice of changes to the specifications in the collections. Is that out the
window? It seems the AVCC is happy with this latest unannounced imposition,
and even appears to be supporting it.

PS; IF you are unaware of the extent and complexity of the new rules,
this is an excerpt from the ATO address guidelines (note they are
'guidelines' only) regarding address lines 1 and 2 to which universities
have been referred.
Common Instructions for Address
Address Line 1 and Address Line 2 - Acceptable characters
A - Z a - z 0 - 9 & ' / - ( ) (space)
General
Unacceptable sets of characters for Residential, Business and Registered
addresses include:
GPO, Post, Po Box, Box, Locked Bag or Private Bag as they do not give a
physical location of a residence.
RSD (Roadside Delivery), RMB (Roadside Mail Box) are acceptable sets of
characters where additional information is also supplied, for example, a
property name. RSD or RMB, on their own, is not adequate for a Residential,
Business or Registered address.
Edits for the above character sets may be included with the IT97 release.
Keying Examples of Addresses
Street Number and Name
Always start the Address information at Address Line 1.
For example:
666 Mangerton Road, Mangerton, NSW, 2500.
Is keyed as:
Line 1
666 Mangerton Rd
Building Names and House Names
For example:
Level 19 KPMG Centre, 45 O'Connell Street, Sydney, NSW, 2001.
Is keyed as:
Line 1
Lvl 19 KPMG Centre
Line 2
2 45 O'Connell St
For example:
4a Canada House, 88 Smith Street, Manuka, ACT, 2604
Is keyed as:
Line 1
4a Canada House
Line 2
88 Smith St
Town only as Address
Often for rural addresses only the name of the town is given. There is an
edit requiring some information to be keyed at Address Line 1. In these
cases key PO (for Post Office) in first line.
For example:
Captains Flat, NSW, 2621.
Is keyed as:
Line 1
PO
Line 2
Suburb/Town
Captains Flat
Care of, information included in address
The C/- line has been removed from AIS. If "Care of" information is to be
keyed, it is to appear on Address Line 1.
*You must key "C/-".
For example:
C/o Bonny Clyde & Assoc, 35 Allison St, Canberra, ACT, 2600 is not
acceptable
Is keyed as:
Line 1
*c/- Bonny Clyde & Assoc
Line 2
35 Allison St
If a street number is prefixed by Care of (eg. C/-, C/o) enter only the
address.
For example:
C/- 183 Newman Street, Melrose, SA, 5483.
Is keyed as:
Line 1
183 Newman St
Line 2
PO Box and Street Address
If both a PO Box and a street address are given for the postal address,
ignore the street address and enter only the PO Box number. If both a PO Box
and a street address are given for a home (residential) address, registered
address or business address, ignore the PO Box number and enter only the
street address.
For example:
51 Anzac Road, PO Box 43, Goomeri, QLD, 4601.
Is keyed as:
Line 1
PO BOX 43
Line 2
For example:
51 Anzac Road, PO Box 43, Goomeri, QLD, 4601.
Is keyed as:
Line 1
51 Anzac Road
Line 2
'Via' addresses
If the address is via a town or suburb, via is keyed in Address Line 1 or 2,
not in the Suburb/ Town field.
For example:
Rocky, RMB 73, via, Orange, NSW, 2800.
Is keyed as:
Line 1
Rocky
Line 2
RMB 73 via
Roadside Mail Box (RMB) / Roadside Delivery (RSD)
Roadside Mail Box or Roadside Delivery are keyed as they occur in the
address using the abbreviations RMB or RSD. If this information is to be
recorded as a Home (residential), Business or Registered address more
information should be supplied, for example, the property name. RSD or RMB,
on their own is not adequate for these addresses.
For example:
Our House, RMB 12 Coast Road, Bungendore, NSW, 2621.
Is keyed as:
Line 1
Our House
Line 2
RMB 12 Coast Road
For example:
RSD 52 Wyandra, Via, Bundaberg, 4489.
Is keyed as:
Line 1
RSD 52
Line 2
Wyandra Via
Mail Service (MS), Mail Service Facility (MSF) and Postal Service (PS)
Mail Service (MS), Mail Service Facility (MSF) and Postal Service (PS) are
entered in line 2.
For example:
Rosewood MS 1102, Via, Ipswich, QLD, 4305.
Is keyed as:
Line 1
Rosewood
Line 2
MS 1102 Via
If there is a Roadside Mail Box and a Mail or Postal Service in the same
address, the Roadside Mail Box is keyed in first regardless of where it
occurs in the address.
For example:
MS 1102 Roadside Mail Box 14, Via, Nambour, QLD, 4560.
Is keyed as:
Line 1
RSD 14
Line 2
MS 1102 Via
No. (Number)
If a street number is prefixed by No. (for Number), enter only the numerals
For example:
No.116 Fitzgerald Court, Lysterfield, VIC, 3156.
Is keyed as:
Line 1
116 Fitzgerald Court
Lot Number
If both the house number and lot number are given, ignore the lot number and
enter only the house number.
For example:
Lot 2, 69 Madora Avenue, Winegrove, NSW, 2460.
Is keyed as:
Line 1
69 Madora Ave
Private Mail Bag
Private Mail Bag is keyed as it occurs in the address.
For example:
Minda, Private Mail Bag 42, Via, Cairns, QLD, 4670.
Is keyed as:
Line 1
Minda
Line 2
PVT BAG 42 via
In some situations it may be difficult to determine if, for example, "Minda"
is the name of a suburb/town or if it is the name of a station/property. If
in doubt it may be necessary to refer to a recent phone book/postcode book
to help determine your actions.
Flat and Unit
Do not key the word Flat or Unit in an address, replace with slash (/).
For example:
Flat 17 6-8 Bayswater Rd, Kings Cross, NSW, 2011.
Is keyed as:
Line 1
17/6-8 Bayswater Rd
Line 2
Numeric as part of Name
Where an address contains a numeric in the name of the street, building,
suburb or town change the numeric to alphabetic.
For example:
48 5th Avenue Ainslie, ACT, 2602.
Is keyed as:
Line 1
48 Fifth Avenue
Line 2
Suburb/Town
Block Numbers
If you have a block number in the address you must always key this first.
For example:
Flat 11 Block 3 81 Laurina Ave, Engadine, NSW, 2233
Is keyed as:
Line 1
Block 3 11/81 Laurina Ave
Line 2
Suburb/Town
Shop Numbers
If you have a shop number in the address you must always key this first.
For example:
"Gateway" Shop 3 Level 2, Wollongong, 2500.
Is keyed as:
Line 1
Shop 3 Level 2 'Gateway'
Line 2
Block and Section Numbers
Block and section numbers are to keyed as follows. A property name has also
been included.
For example:
Green Acres, Block 10 Section 123, Rocky Cape, TAS, 7321
Is keyed as:
Line 1
Green Acres
Line 2
Block 10 Section 123
For example:
Block 6 Section 56, Palmerston, ACT, 2913
Is keyed as:
Line 1
Block 6 Section 56
Line 2
Corner Addresses
Corner addresses are keyed as follows.
For example:
Corner Smith St & Jones St, Glen Iris, VIC, 3146
Is keyed as:
Line 1
Cnr Smith & Jones St
Line 2
For example:
Corner Hole Rd & Rut St, Exton, TAS, 7303.
Is keyed as:
Line 1
Cnr Hole Rd & Rut St
Line 2
Overseas Address
If the overseas postcode is included, key it as part of the Suburb/ Town
field.
For example:
C/- A Hamburger, Burger Strasse 80, 25wl50 Bleindorf Bayern, Germany
Is keyed as:
Line 1
C/- A Hamburger
Line 2
Burger Strasse 80
# In this example the postcode comes before the Suburb/ Town name. This will
vary between countries.
For example:
45-6 Nishihashi, 1 Fl Sawai - So, Ichigaya - Cho, Nishinomiya - City, Hyogo
- Ken 543, JAPAN
Is keyed as:
Line 1
45-6 Nishihashi 1, Fl Sawai - So
Line 2
Ichigaya - Cho, Nishinomiya - City
Suburb/Town
Town Hyogo - Ken 543

Further to my email sent to you on 12 February, the document setting out the
error summary has been revised, at ATO's request, to reflect only those
institutions included in the Submission 2 of 2002 and is attached for your
information.
Please discard the previous version. Sorry for the confusion.

Senior University Administrators
Cc DEST Stats Coordinators
The Australian Taxation Office (ATO) has recently approached the AVCC
regarding the quality of the 2002's second data submission by universities.
This was followed up by a meeting recently held between the ATO and the
AVCC, to discuss issues pertaining to the ATO concern on the non-compliance
of the address field format in the 2nd submission of HECS Due file (part of
the changes introduced in 2002).
The errors outlined in the ATO summary report (see attached), while all
related to format errors in reporting institution address, students' postal
and permanent addresses and low in occurrence in relation to the total
number of student records, have significant impacts on ATO processing. The
tight deadlines of income tax account processing are difficult to
re-schedule as a result of data errors.
Loading of the HECS Due Files is part of a lengthy automated system process
spanning over 5 nights at the ATO. Just one errant record encountered is
enough to bring the process to a halt, not only delaying the HECS Load but
also impeding on other system processes integral to the maintenance of
taxation accounts. Because of the number of contending processes and
competing system priorities, rescheduling the HECS Load is a logistical
nightmare. In addition to the system impacts, manual work-arounds are
required to be implemented. Finding available staff to obviate these
problems presents its own understandable difficulties for the ATO.
The time-critical HECS Load for Semester one 2003 presents a potential for
even more serious implications if similar errors are encountered again. In
gearing up to deal with the receipt and upload of HECS data associated with
the forthcoming 2003 first submission by universities, the ATO is seeking
universities' co-operation to ensure that these problems do not recur in
2003. I urge you to work with the ATO to eliminate any potential problem
of this nature.
In assisting universities to isolate these problems and developing
solutions, the following ATO contact officers are available for
consultation:
Len Quinn Ph. 0262163606 E-Mail. Leonard.Quinn@ato.gov.au
Phil Cue Ph. 0262163724 E-Mail. Phil.Cue@ato.gov.au
Damien Hocart Ph. 0392153918 E-Mail. Damien.Hocart@ato.gov.au
Anything you can do to assist with these problems would be appreciated.
Cheers
john

Coordinators<BR><BR>The Australian Taxation Office (ATO) has recently approached
the AVCC regarding the quality of the 2002's second data submission by
universities. This was followed up by a meeting recently held
between the ATO and the AVCC, to discuss issues pertaining to the ATO concern
on the non-compliance of the address field format in the 2nd submission of
HECS Due file (part of the changes introduced in 2002).<BR>The errors outlined
in the ATO summary report (see attached), while all related to format errors in
reporting institution address, students' postal and permanent addresses and low
in occurrence in relation to the total number of student records, have
significant impacts on ATO processing. The tight deadlines of income
tax account processing are difficult to re-schedule as a result of data
errors. <BR>Loading of the HECS Due Files is part of a lengthy
automated system process spanning over 5 nights at the ATO. Just one
errant record encountered is enough to bring the process to a halt, not only
delaying the HECS Load but also impeding on other system processes integral to
the maintenance of taxation accounts. Because of the number of contending
processes and competing system priorities, rescheduling the HECS Load is a
logistical nightmare. In addition to the system impacts, manual
work-arounds are required to be implemented. Finding available staff to
obviate these problems presents its own understandable difficulties for the
ATO.<BR>The time-critical HECS Load for Semester one 2003 presents a potential
for even more serious implications if similar errors are encountered
again. In gearing up to deal with the receipt and upload of HECS data
associated with the forthcoming 2003 first submission by universities, the ATO
is seeking universities' co-operation to ensure that these problems do not recur
in 2003. I urge you to work with the ATO to eliminate any potential
problem of this nature.<BR>In assisting universities to isolate these problems
and developing solutions, the following ATO contact officers are available for
consultation:<BR>Len Quinn
