At the U of Melbourne they are deemed to be "registered" only,
i.e. they are removed from active enrolment and incur no fees or
load. They only become active again if they have to resubmit and do
major rewrites. At this stage they are not course completions
either so don't get reported until they have completed <b>all</b>
requirements of the course<br><br>
